RESCHEDULED COUNCIL MEETING
BOROUGH OF ZELIENOPLE

 

The Zelienople Council will hold a public meeting at 6:30 PM on Monday, July 13, 2020 in the Zelienople Municipal Building, 111 W. New Castle St., Zelienople, PA 6063, to review and shall take action on the following requests:

2020-1-SUB

GLADE RUN LUTHERAN SERVICES

Applicant is requesting Final Subdivision Approval for a three lot subdivision, to include: Lot 1-A of 6.430 acres; Lot 1-B of 5.085 acres; and Lot 2 of 40.474 acres, totaling 51.990 acres. The property is located on the southerly side of West Beaver Street at its intersection with South Green Lane.   Lot 1-A and Lot 1-B are zoned R-3, Urban Residential, and Lot 2 is zoned R-2, General Residential.

GLADE RUN LUTHERAN SERVICES

Applicant is requesting Conditional Use Approval per Section 1010, Planned Residential Development and Part 12 Planned Residential Development of the Zelienople Borough Zoning Ordinance, 779, as amended allowing the development of a PRD, Phase One totaling forty-four (44) residential units on 6.43 acres.  The project is located on the southerly side of West Beaver Street at its intersection with South Green Lane. The property is zoned R-3, Urban Residential.

TREK DEVELOPMENT GROUP/GLADE RUN LUTHERAN SERVICES

 Applicant is requesting Tentative Approval for a Planned Residential Development for Phase One to include eight (8) single family units and a thirty-six (36) unit, three story apartment building and associated infrastructure on 6.43 acres.  The project is located on the southerly side of West Beaver Street at its intersection with South Green Lane. The property is zoned R-3, Urban Residential.

 Applicant is requesting Preliminary and Final Approval of Phase One of a Planned Residential Development that will include eight (8) single family units and a thirty-six (36) unit, three story apartment building and associated infrastructure on 6.43 acres.  The project is located on the southerly side of West Beaver Street at its intersection with South Green Lane. The property is zoned R-3, Urban Residential.

 Zelienople Borough shall limit attendance for this meeting at twenty-five (25) persons, to include: Board Members; Solicitor; Support Staff; Applicant and Any Experts; and the Public.  All attendees must wear a mask while in the Zelienople Borough Municipal Building. A social distance of six (6) feet shall be maintained between attendees at all times.  If you are ill, showing any known symptoms of Covid-19 within the 72 hours prior to this meeting, or have been in contact with anyone diagnosed with Covid-19 within the past fourteen (14) days, please do not attend.  Written comments shall be accepted.

The Zelienople Zoning Hearing Board will hold a public hearing at 7:00 PM on Wednesday, June 24, 2020, in the Zelienople Municipal Building, 111 W. New Castle St., Zelienople, PA 16063, to review and shall take action on the following request:

ACHTUNG 03 LLC /DYNEX USA

Applicant is requesting variances to Section 902-3, Signs in Mixed Use and Industrial District Standards, to allow the installation of one wall sign and one free standing sign, that includes: (1) Section 902-3-E allowing a wall sign to be 49 square feet in size that will exceed the permitted 20 square feet, and (2) Section 902-3-C that will allow the wall sign to be internally illuminated; and (3) Section 902-3-B allowing the placement of more than one free standing sign, (4) Section 902-3-B allowing a freestanding sign to be 6.7 feet in height that will exceed the permitted four feet in height, (5) Section 902-3-E allowing a free standing sign to be 38 square feet in size that will exceed the permitted 16 square feet, and (6) Section 902-3-C that will allow the freestanding sign to be internally illuminated.  The property is located at 50 Halstead Boulevard and is zoned I Large Scale Office and Industrial.

Anyone wishing to speak for or against this request for a variance should be present at this meeting.  Zelienople Borough shall limit attendance for this meeting at twenty-five (25) persons, to include: Board Members; Solicitor; Support Staff; Applicant and Any Experts; and the Public.  All attendees must wear a mask while in the Zelienople Borough Municipal Building. FORMAL ACTION CONSTITUTING A DEBT ORDINANCE
UNDER THE LOCAL GOVERNMENT UNIT DEBT ACT

AUTHORIZING THE INCURRING OF NONELECTORAL DEBT BY THE ISSUANCE OF  A GENERAL OBLIGATION NOTE IN AN AGGREGATE PRINCIPAL AMOUNT NOT TO EXCEED THREE MILLION FIVE HUNDRED THOUSAND DOLLARS ($3,500,000); COVENANTING TO PAY, AND PLEDGING UNLIMITED TAXING POWER FOR THE PAYMENT OF, THE NOTE; FIXING THE FORM, INTEREST RATE, MATURITY, REDEMPTION AND OTHER PROVISIONS FOR THE PAYMENT THEREOF; AUTHORIZING THE ACCEPTANCE OF A PROPOSAL FOR THE PURCHASE OF THE NOTE; AUTHORIZING A FILING OF REQUIRED DOCUMENTS WITH THE DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT; RATIFYING AND DIRECTING CERTAIN ACTIONS OF OFFICERS; AND MAKING CERTAIN OTHER COVENANTS AND PROVISIONS IN RESPECT OF THE NOTE.
